Ok here's my stab... a Ritchey P-23. There's a thread going on about this over at MTBR VRC forums.

Same color, lugs in the same place, and the seat tube has the same swale. If so, whew! What a dumpster find!

rear derailleur cable routing is different to the P23.

Same lugs though... :?
