Looks like caliper brakes. Not a good seller, slow, missing parts.

This has cropped up on here before, I think the consensus then was that it must run calipers. There seems to be no obvious cable mountings for drum brakes. Not sure I would fancy that off road though...

Alternatively it could make for a fun fixed gear project if you're feeling brave
