Don´t know where I read it (instructions of Ritchex WCS grips?), but it was suggested to cut the round fins of the plastic plugs into triangles to fit into smaller (inner) diameter handlebars. Can confirm, this works just fine.

Edit: It was on ESI grips installation guide (30 sec in)
