Can I just say that if you are going to get the frame powder coated, then find a place that specialises in custom motorcycles or motorcycle restoration, as they will have a wider variety of colours available and also know how to spray the frame with a thin enough layer of powder, to allow the lug detail to shows through.
Alternatively, try and find if you have a local frame builder. There are a lot of small, one man bands all around the UK and if you are within sensible distance of one of these guys, not only will they be able to help you with your forks, they will also be able to offer advice or help with regard to paint, at a sensible cost.
Incidentally, for £300, someone like Argos in Bristol would be able to do a two colour respray, and possibly some lug lining too. And they are not cheap!
