It looks like it was actually hydro-dipped.
It's been used in industrial and custom manufacturing for a while.

carbon fiber is a big favorite check out the bike frame they did.
It's relatively inexpensive too.
It is thin film process so after application you will need to clear coat it.
I've had it done on a rifle and some automotive parts.
