Assistance Identifying a Roberts frame

I am trying to figure out what model this Roberts frame is. Clearly, there are some non-original parts (like the bar), but I haven't seen forks and stays of this color before. Is that original? Trying to decide whether to purchase it. Any ideas of year/model?

Can you get a pic of the serial number?
I think Roberts serial numbers include the month and year.
