Any help in identifying vintage road bike frame?

I pulled this frame from a skip and am trying to identify it if possible. It has a cougar brake bridge and Terry Dolan is a name that I've seen associated with the cougar brand. The lugs appear to be prugnat s4 and it has brazed on diamond shapes under the bottle holder grommets. The seat tube seems to be 28mm, down tube 29mm, top tube 25.25mm but these measurements could be affected by the rust that's on the frame. There's a number on the bb that looks like 170. Brazed on cable guides on the bottom bracket.

The colour was two tone orange and yellow, shimano 600 crankset, cinelli bars. Not much else on it other than a wrong shaped seatpost that's been forced into the seat tube. If there's anything else I need to post please let me know. Thanks in advance for your help.
 
Hi , The brake bridge engraved " Cougar " suggests a Cougar frame. Cougar was the frame building business founded by Terry Dolan a Liverpudlian. I would guess the seat post diameter would be 27.2mm a common size for quality tubing like Reynolds 531 or Columbus SL . I think this will have been built in the 1980s perhaps early 1990s . Terry Dolan sold the name to Paul Donahue a north east frame builder but I am sure this frame is made before then.

That's great, thanks for the reply and information. I had a similar suggestion on another forum. I've emailed Dolans bikes to see if they have any more information, no reply as yet. I'd really like to get this one back on the road, hopefully it's not beyond salvation.
 
The number looks like '6278' to me (I think it may be upside down in your photo)
Yeah, you're bang on, well spotted and thanks for the heads up just gave the bb a bit of a clean and the number looks like it's either 6278 or 6273.

I'd say it's an '8' beause the '3' stamp usually has a horizontal top stroke
