Maybe try offering some cheaper options out there to the ebay seller for him to look at and agree to? (or organise your own courier pickup if he packages up)
I've had success with Parcelmonkey from the US (to the UK) in the past and recently looked at USPS for one delivery from Canada which seemed one of the cheapest. Also Transglobal Express worth a look.
Parcel dimensions are key here and greatly helps being under the 160cm threshold. There are also threads on hother services that people have tried. Hope this helps somewhat- $400 is ridiculous and so is $200 internal!
