For shunting criminals off the road

They call them push bars here in California. They are mainly used to push disabled vehicles off the road. If they want to take out the criminals, they pull alongside the rear quarter panel and give it a nudge with the corner of the bumper to spin them out, not actually using the bars in that maneuver, called the PIT maneuver.
