Another 50's frame identity

Hoping the collective knowledge here will assist in identifying this frame & forks.
Came with nice period parts:
Brooks Champion Swallow saddle,
Stratalite Mae's bars,
Resilion large flange hub wheel with 4 speed Cyclo freewheel on Dunlop lightweight 27" steel rim,
GB Arret levers/GB sport mk 3 calipers,
Cyclo Benelux gearset including levers,
I'm thinking late 50's..

Note the position of the frame number on the seat lug (nearside) with the letter L adjacent,
Simplex rear dropouts/ unusual flanged bottom bracket with a 3 digit number,
Nice pointy lugs, & the remains of rivets where a headbadge was fitted...
Seller said a Flying Scot but it's definitely not that.....
I'm in West Scotland so it would be nice if it was a Scottish frame--Elrick or Worral spring to mind but I'm not familiar with them..
It also has a lamp boss on the forks, so a utility touring type frame rather than out and out racing style..

raised markings on bottom bracket shell issue from shell's maker - Brampton and have nothing to do with manufacturer of frame/cycle

they represent a model designation for the shell
