Cannot help much with your enquiry, but I am surprised a TT frame used a 531super tourist tubeset, which I would expect to be strong but heavier

No i was informed from a guy on Facebook at some pages related to classic bikes.

As it's a track bike (no brake drillings) perhaps they went for stiffness over light weight?
