It's a damaged skip find. The owner looks like he's already decided it's a gonna; which is sensible since he's lost nothing financially, and really this would most likely turn out to be throwing good money after bad money. There's (too) many other bikes out there.

@droppedout - you may have more experience, but to be honest you are over simplifying to the point now you are coming across that you should put your money where your mouth is and have a go repairing it yourself. Buy it from the OP, do the research, make the jig, and detail how it's done and how much it cost to properly help others.
