Two more hopefully easy to answer questions.

1) Do most touring frames have a 130 rear axle spacing (OLD)? I get the impression 2nd hand typically 130mm, but modern can be either.

2) Does anyone know of a frame that typically has long chain stays - i.e. greater than 455mm?

I suppose when mtb rear hubs went to 135mm, touring bicycles may have followed that trend, since mtb gears were so much more usable. On Velobase the first Deore XT hub that was 135 was the Shimano FH-M732 from the late eighties.

The Surly LHT always had 46cm chainstays, but unfortunately it is no longer made.

Most touring frames from 1990 onwards have 135mm rear ends, not because of MTB gears but to reduce rear wheel dish and give a stronger wheel.
MTB gears fit fine onto a 130mm rear.

Of course you're right, it is the stronger wheel.

For light touring, some manufactures also made steel and Ti frames with 132.5mm so you could use traditional road hubs or MTB hubs; a sensible idea at the time.

Could you get 8 speed 130mm back then at the same times as 8 speed 135mm?

Yes, after all 8/9/10/11 speed road is still 130mm.

Yes some research suggests road 130mm 8 speed was available in 1988 from Shimano - Dura Ace 7402

Anyway back on topic - harder than one thinks to find an affordable touring frameset with long chainstays (greater than 455mm).
Maybe there are other tricks for heel clearance to rear panier issues.
