Not easy taking a pic down the headtube but this shows the top rivet just! Bit of an odd one as there must be zero chance of a different headbadge having two holes in the same place. No sign of any previous holes having been filled. I've googled for hours about Holdsworth and there is some information about batch numbers been used by other builders for Holdsworth. Maybe that's a possibility?
