'91 Team Marin restoration (slow)

Spray plenty of WD40/GT85 into the steerer and let it soak for a bit. Then tighten the bolt until you can see it coming through the bottom of the shim, then put a bit of wood over the bolt head and give it a few whacks with a hammer, it should break it lose. Then flip the bike over and use a long screwdriver or a small diameter bar and reverse the process and knock it back up the steerer tube and out the top.
Thanks for this. I've done a good spray with Plusgas anti-seize ... the quill wedge is sitting below the shim and so I can spin it around and push and pull it up & down with the stem bolt but I can't get it to budge the shim. I also can't seem to get it inside the shim, I guess the shim has expanded a bit now the stem has come out (was very tight to get it out). Not quite sure what you mean by "tightening the bolt until you can see it coming through the bottom of the shim" but I agree probably needs to be whacked from the other side with screwdriver or thin bar and some wood / hammer. All good fun!
 
Only the clamp at the top / for the saddle rotates - the post will not budge.
I was thinking i might need to drill a hole through it just below the saddle clamp so I can get a long bolt or something through it and try and rotate it like that? For now I have sprayed the hell out of it with Plusgas and left it...
Try the bolt method but it unfortunately didn’t work for me. If you end up wanting to melt it out I’ve just removed mine with caustic and can give you info on how I did it!

Thanks for the advice 🙏. I'll have to wait until I'm next in Devon before I can try and remove it, which could be some weeks. I'll report back then and if needs be I'll ask for your caustic method! (In the meantime I can get on with cleaning up some parts I brought home with me... and luckily I have two other Marins here to play with :)
 
Zolatone is not too bad considering the condition of the rest of the bike. The forks and handlebars are super scratched and faded. I plan to gently restore the Zolatone but I'm considering new paint elsewhere - I can then get the spare Marin roller stem I have sprayed at the same time (bike did not come with original stem). I'm still looking for a short Marin roller stem to suit this build (90 - 110mm) if anyone has one?
If you need it then I have this spare Marin roller stem, which you can have FOC.
