if it's a 90's frame with the 130mm rear spacing, perhaps? I don't know; I was quoting the seller. It's a good looking frame.

The brake bosses look to be in the right place for a mtb rim.

I think it looks like a cross just because it's such a very large frame, you don't see many mtbs with a 21" c-c seat tube.
