700c can be referred to as 28" or 29" depending on the context, but a 700c rim is 8mm smaller in diameter than a 27" rim. Here's some reading matter:

The number to pay attention to is the ETRTO rim diameter in millimetres: 622 for 700c, 630 for 27".
