24" wheels?

No this bike wasn't designed for Andre the Giant, it's a 24" wheeled oddity from the late 70's?

Seller claims the tt length is 20", or 51cm, so it's not nearly as large as it appears at first glance, in fact it's quite a bit smaller. Construction seems interesting with fillet brazing, diagonal tube between the top and seat tubes, Cyclone derailleurs, blue fade, strange wheel size...

So what would this design be intended for? Smaller wheels would be for snappier acceleration, quicker handling?

Thanks.

There was a fashion for small wheels on track bikes after the LA 1984 Olympics where the smaller wheels allowed closer drafting. BIzarrely this was misinterpreted and led to all the TT bikes with small front wheels. This was mis-mis-interpreted into TT bikes with two small wheels like Triathlon bikes all having 650c.
