The only bikes that have adjusters in the gear cable outers are those that don't have screw cable adjuster attached to the frame lugs,

Eh! How you work this out on my Gios then ? and my modern Wilier which has the same set up but Veloce crap!

There is one cable adjuster on the down tube gear boss & another on the rear gear, so no need for an inline adjuster in the outer gear wire by the Ergo/STI shifters SIMPLES

Why have you got a cable adjuster in the outer gear casing when you already have ones on the frame & one on the rear gear?? just seems a bit Odd to me!!

Story behind this is, right cable adjuster on the frame is frozen and didn't want to risk breaking it clean off so i added the inline adjuster. The adjustments near the cockpit are so you can make adjustments to the derailleurs while riding the bike.
