2000 GT Zaskar X/LE front Derailleur clamp diameter?

I have a GT Zaskar X and I was in the process of fitting a new front derailleur when I noticed that the 31.8mm shim that looked like it fit perfectly let it clamp just a bit too tight (the gap was a few mm closer then it should be and the bolt end practically touches the swing arm). I measured the tube diameter and it is almost exactly 30mm.

Anyone have one of these bikes and replaced the front derailleur?

Any advice on the best method to go about this? try to use some thin plastic to shim it or just get a slightly shorter bolt? The bike came with a front derailleur with a 31.8mm metal clamp so it seems that's what the factory used (it to fit tighter since the metal clamps edges are kind of sharp).
