The forks are 440mm axle to crown which is the right length for the frame - without tyres on the wheels the proportions all look wrong. The forks are new and have a cantilever or disk mount so if you're after an authentic '94 build then these aren't the forks.
There isn't really any rust, there are a few chips and knocks in the paint but no rust so to speak of. I think oxidisation is a more accurate description, I bought the bike from a bloke in hungary and away from the British weather it seems to have faired pretty well - have a look at the photo. The threads are fine, I fitted a BB when I bought it just to see if it was ok.
