Looking at the pictures they don't look to be tightened on far enough.
113 is the alternate 50mm chainline size for M900, 107 would be the 47.5 correct setting, it'll need recessed cups at the length for them cranks (most do now I think) It might well look odd on the merlin with it curved stays though.
Did you try fitting the stem into the steerer without the 'copper' shim, if you take the top cap section out could you just use it with a star nut or say an expending 1"/carbon hope headdoctor sort of thing ?
That steerer is as thick as my rockshox ones also (mag and judy)
EDIT the green text, of course you couldn't it 'clamps' the stem in to the steerer from the inside, not the outside. With a star nut it would be free to rotate, the thin clamp at the bottom wouldn't hold it enough I wouldn't think
