I was speculating whether it might be a very early IF and as such would carry over what Fat Chance had been doing, so it might be very like a size S Buckshaver.

Now you have the previous owner saying the serial number is IF25SD, which confirms that it's a very early IF, the 25th made he says, the S will stand for size S and the D for Deluxe.

The top tube of 21.75 however is shorter than a size S Buckshaver or Yo Eddy, but on the other hand it's exactly the same as a size S Wicked Lite.

So (with apologies to anybody saying 'everybody knows that'), it seems as though this may be how IF got started - building Wicked Lites as IF Deluxes, no doubt continuing with db True Temper 4130 and with the standards of craftsmanship for which they have become renowned.
 
Sorry to resurrect an older thread, but to extend a little of my knowings:

I own IF52 19D, a True Temper made 19'' Deluxe. It has the 29.4 seat tube, Ritchey drop outs and rear triangle pump mount.
