sorry noob question but can anyone explain how getting out a stuck post would keep the frame mechanically sound but need an unfortunate painting over like that ? Thx
 
There are a variety of ways of extracting a stuck post. Leverage, penetrating lube, heat or a combo of the above.

Let’s say the “previous owner” used heat. The level of heat needed to extract the post should be a great deal less than that which would alter the properties of the steel or impact the welds - especially since they are TIG rather than brazing on this frame. However, that pre-supposes a professional extracted the post. I guess an amateur hacker could do worse with access to industrial heat sources..

I wouldn’t be overly concerned to ride this frame but would probably have it repainted by a prof frame builder, who could give the bare metal and welds the once over.
 
Someone may have used a torch to heat and expand the seat tube in order to release the post, likely buggering the paint in the process.
