I've had both Cadex and Miyatas in carbon. It is for sure no Miyata. There was a tie between Univega and Miyata however. I know that in the 80s Miyata supplied high segment tourer/randonneur frames to Univega. Possibly more, but not this frame. Pretty sure it is a Cadex derivative.

Nice I just got this frame given by my brother in law.. What is the size of the seatpost? It seems an odd size. I measured and it recorded 30.2mm is this correct?
