In the early 90's there was an all-women USA/Canadian pro team dominating the scene with riders like Alison Sydor, Inga Thompson, Lesley Tomlinson and Kim Sonier, called Team Kahlua.
In 1993 they rode Rocky Mountain bikes (road & mtb), In olympic year 1992 it was Curtlo (and road only).
No doubt this was a team bike, hence the team Kahlua and True Temper livery. Action-tec must have been team supplier, hence sticker near BB, also Ringle. Then there's the 650c wheel size. A team time trial bike maybe or just a very small rider?
In any case this is a custom road frame hand welded by master builder Doug Curtiss in California, with the paintjob done by the legendary 'Shades' who did all Curtlo custom paintwork back then. He autographed every one including this one.
