yup. steel it is- prob' some Cr-Mo alloy, nice detail is the TomRitchey-esque integrated seat-tube clamping collar.. bumpedy-bump.

Might be a hard sell without the stem and handlebar - I'd have coughed up the cash for the Handlebar alone, quite rare (anyone got one?)
