1988/89 Kona Explosif Frame Size?

I was wandering if someone can help? My 88/89 Kona Explosif frame measures 16.5" (centre bb to centre of top tube ), & 17.5" (centre bb to top of down tube).
Which measurement do I go by? As the Kona brochure my frame is either a 16" or 18"?

I would measure center of bb to top of seat tube .

for 1992 and before, you use
top of bottom bracket shell to the top of the seat tube.
(basically the length of the tube itself)

A well informed member via various info (could well have been Anthony passing the info on) gave the correct way.
