1987 Tange 1" Bearing set, head nut size

hiya guys, anybody know what size spanner I need, for an 87 Raleigh maverick, I know its a 1" tange quill, because I fitted it 7 years ago, before I sold the bike. just bought it back and its loose, but I cant find a spanner big enough to fit.
