That person is George Newman.

George factored in many of the early Repack races, winning race #5 on November 20, 1976 over Breeze, Fisher and Guy:
All of George's Repack race action was on "bomber" (Schwinn) bikes and not this Potts -- which he acquired some years later. Here's a fantastic pic of George at speed on Repack:
