1970 Raleigh BB

Feels like my BB needs overhaul.

Is it a case of cleaning the bearings and re-greasing?

Re:

Check for worn surfaces on the axle and cups . ie bearing contact points .
If it is the original one to the bike I would replace it subject to above . Make sure you fit like for like . Same lenght axle & new bearings .
