yes it's Shimano 600 here are some pics with the shaft turned .short end on crank and front derailleur installed. it wasn't possible to setup the derailleur the other way.... Scott

Certainly looks like a Sugino Maxy axle with shimano cranks. The Maxy was the go to cotter less chainset to replace steel cranks BITD. I did it on my Cobra.

112-113mm long asymmetric JIS axle should do. I think SJS do generic ones?
