I wouldn't paint it. Give the frame a good clean and polish. It's only original once. Ride it in the spring and summer and enjoy it.

Looks pretty original to me. The frame will only give you the date it was made which is not necessarily when it was built into a bike.

The downtube decal does not look 1953. I would investigate if the seat tube white band had been masked off and the rest of the frame had been resprayed in the past, with the downtube decal being replaced with a (then) available decal. It there chrome showing on through the chipped paint on the fork crowns?

Thanks! I will get a good look at it this weekend. We are traveling and it wrapped in a blanket in the back of my van. Ha. I too suspect it has been repainted.
