It's likely a 1952/53 frame but the frame number indicates it's a Paris but not built by Harry Rensch or Tom Board.
Discussion with Graham at Vintage Bike Cave suggest it isn't terribly valuable but that was purely an interest as it isn't for sale.
It is bronze welded and probably some type of Reynolds tubing.

It could be a Lightweight or Tour De France model. Does anyone have any photo's of the colour schemes and decals on these models?
