Screams stuck seat post to me

If they purchased it to restore you would assume an amount of mechnical knowledge.

Every occasion I’ve asked if a post is stuck and they aren’t sure. It’s stuck.

Or the old, bottom bracket seems fine, which means expect it to be seized
My gut feeling on this is the seatpost is seized and so is the bottom bracket and the forks are knackered wheels are probably nowt special and are well out of true and the chainset has stripped threads and that's why they're selling it, it's a good job i only want the frame
