I'll wager that the seller is measuring that centre to centre (not centre to top as per Kona sizing).
That and the head tube definitely point to a 20" frame
I've just checked on my 93 bikes ones 19 inch and the other 20 inch.
If you measure from the bb centre on the 20 inch bike it measures 18 inch where the cable guide sits. And on the 19 inch bike 18 inches measures halfway up the seatube between the toptube and top of the seatclamp.
It would be interesting to know where they took the measurement from because if you go from the top of the bottom bracket on the 19 inch bike it measures 18 inch just below the top of the seatube.
This is what the headtube difference looks like between the two, first photo is the 19 inch bike.
