hi , ive just measured it again and its close to 21 inch from just under the centre of the crank to the top of seat tube , not sure what you mean c2c or c2t ?, it had a 224mm steerer on the original fork and the frame measures 53mm at the head tube if that helps , it had 700c wheels on it
