Yes it does, all be it rather late in production, and does eliminate it from being a "backdated" 1989. The nearest I have on file is this example of a 1990 with Track 2 forks, Integral Seat Post Clamp at the front, but no U-Brake: Pip

Mmm, it's another anomaly. With an Integral Seat Post Clamp facing forwards, this should make it a 1990 frame. However, it has a U-Brake, which sits it in with the 1988 / 9 models 🤔. Pip
