They are used to adjust the position of the axle within the dropouts. Apparently you are somewhat younger, in the good ol' days before vertical dropouts this was the standard. Do not remove the srews as the dropouts tend to crack without them.

Re: Look at what just got delivered : The Yankee Funk Build The silver Syncros cranks are somewhat too young and they have a tendecy to crack. Just in case the bike is not intended to be a "wallhanger".
