I do have a couple of sets of brand new in box hydro stop levers and calipers.

If you're real unhappy about this, it sure can be fixed. Some years ago I fixed a dent in a Klein Aeolus downtube, by pushing it back out with a hefty hydraulic pressure from the inside.

I have modified a fork like this one, one size down in the past. All it takes is welding on a new raceway, and machining it down to size. The fork sure came off a 21" :-)

As we are talking a difference of like 5mm from a 19" to a 21", I would say that it sure can be done.
