Did Titan have any relationship to Burley ? The curve of the top tube into the wishbone, and the rear dropouts, are very similar to my Samba tandem.

I can’t help with the frame but you should have said sooner, I recently sold some turquoise Yeti hyperlites, they would have gone nicely in your collection.

I don't think they're rack mounts, more likely for a direct-mounted lock IMO. A very European thing. Ties in with the Koga suggestion.

It was more than £10 to be fair, but it was a blatant lowball offer saying they wanted - and I quote - "a scrap bike to work on" 😂 I've karma'd a couple of decent frames on here in the past. That's probably more their thing.

I'd say don't. Sorry :( Unless you're a master carpenter you will be in for an absolute world of pain with a woodie. I've heard too many horror stories, even about ones that have been restored. Or rather "restored". Massive air quotes.
