Look for some where that does media blasting a fine oxde powder it will leave you with the best suface to respray on as long as they/you dont touch it with your bare hands as it can effect the etch primer you will need for the ali parts of the frame.

paint removel striped meny a frame in my time my recomdation is to find some where that do sand blasting or whats called media blasting which is where they use a fine oxide powder to remove the paint. this is very kind to ali') frames :)
