Just removed from my 21" Soulcraft and up for sale are my pair of Magura Marta disc brakes , 2 levers and 2 calipers and a bucketload of half worn magura/swisstop pads. I've had them a while and they've always worked perfectly, and are still very powerful. No leaks, and roughly 50% of the pads...

as TreaderSteve says, the disc mount can just be seen and looks authentic. Period correct components too... it has had a hard life though, and the surrounding environment isn't too delightful...

Syntace F99 has a stach height of 30mm. F149 has just a bit more... They are on Ebay, unloved, branded as Cube, i think...

That Dean probably can. I have 27.5" wheels on my Dean Singlespeed and it's a bit older than that. It takes 2.1" tyres with about 10mm clearance so should be good for 2.3 ish... It may be up for sale if you fancy a singlespeed...
