OMG, the attention to detail... I know you want to keep it close to the original, but I cannot stand the mismatch yellows on the frame and Magura's so I would paint the brakes. But that's me :)

It could be that Rocky Mountain decided the TO versions didn't need the disc brake tabs as they were meant to be raced and no racers at that time ran disc brakes as they weighed much more than V-brakes.

Weird, your bike looks to have the newer style font for the decals (not Helvetica Neue). Are you sure it's a 1999? Maybe you bought it in 1999 but it was actually the 2000 model? Those brakes are 1st gen (2004) Hope Mono M4. The rotors are really low profile and are just about as high as the brake pad, which on these 4 pot brakes are not very high. Later they came out with the sawtooth rotors, but they all cracked at the teeth. Brake wise, i went from Magura HS22 to Hope...
