    Looks like a refinished 50s or earlier frame. Probably earlier, going on the low-down bend in the fork and the Osgear style rear dropouts, but having said that, my Hobbs has a low bend like that and it’s 1950.     Very cool find, I’ve never seen one of these either. Had no idea Mongoose had done a road bike. As the others have said, even knowing nothing about them, it looks like a good quality frame and well fabricated.

    It might not be enamel, it might well be cellulose. Try cellulose thinners first as acetone might attack the original paint. Cotton bud is good for getting into the corners 👍

    I’m not a Pat Hanlon expert, but the lack of brazed-on shifter bosses and the cable routing over the bottom bracket is consistent with a frame of that age (i.e. early 70s).
