WTD: Mid 90s Steel frame

That's vague innit?!

I'd been meaning to build up an old Kona frame that I had powder coated a good year or so back and have been putting it off so I've spent the last few days getting everything ready and the moment I start to put the second v brake arm on the brake boss snaps in two making the whole frame useless.

So I'm looking for a mid 90s (1 1/8th headtube) skinny tubed steel frame in around an 18" to turn in to a nippy round town machine that will look resplendend with it's flat bar and slick tyres. Ideally cheap, in need of a respray (I fancy a bash at that as I've never done one before) and easily shipped to Germany.
