There should be another part a plastic cable guide that fits in the bulged side then clamps to the tube.

Green no idea but the look like they belong together

Looks like a copy of the Sturmey Archer cable guide clamp for 3 speed hubs, they had a steel top hat shaped that was drill along it's length and was flat also along it's length on one side to fit against the frame tube.
