What frame is this?

Local sale for this bike but cannot find anything that looks close on the net. Cable stops on top tube are a bit unusual and looptail makes for very interesting searching. Welds seem to be smoothed over as well, likely not a Trek.

It is listed as an IBOC but no pictures I have seen are with the cable stops like in the pic. Maybe a Schwinn, have one that uses the steel stops riveted on and that silly no clamp seat post they used, kinda like a quill stem.
