Not sure it was built in 1983........ so not surprised it didn't sell first time around.
Looks like the early part of the 70's when it was trendy (for some reason) to omit brazing on any downtube shifter lugs, plus any self respecting time trialist in 1983 would have gone lo-pro. Just ask Nob AKA Ian Cammish
Might ask the seller if he will split the frame as it's my era IMHO
