The bit on the seat tube is a cable guide just run the bare rear brake cable through it (or if you can fit a short length of ptfe liner).

Regarding the cable guide - in terms of aesthetics, how would the best way be to use it? Would there be a cable outer on either side or something ? And I assume they’re for the Cantis?
I wouldn't add any more colours.
For me, the reasoning behind white grips is they meet the Ritchey bars and match the white seat against the Ritchey seatpost. You could argue the same thing with white brake blocks against the Ritchey cantis, but that would also not fit with the white all being in the top third of the bike.
That's only one way to view it though and there are many ways to make the aesthetic choices.
